Just as the fine folks at Lowes point out, creating a nice space doesn't have to break the bank. The DIY'er can do some pretty amazing things with a little effort and creative thinking. Things to think about:

Climate: Does it rain alot where you live?
Consider greenscape and hardscape that do well in wet climates.

Pets: Do you have pets such as a dog or cat?
Give careful consideration to the types of plants you use, many can be deadly to them.

Children: Do you have toddlers or very young children?
Consider placing safety fencing around pools and water features.
